The region consists of more than 25 political entities, four (United Kingdom, Italy, France, and Spain) are among the top 20 national fossil-fuel CO2 emitters. These four nations contribute 65% of the region's total fossil-fuel CO2 emissions. The 2004 emission estimate of 733 million tons of carbon is 13.8% higher than the 1990 release for Western Europe and 7.6% higher than 2000 levels. Gas fuel usage has become increasingly important in the region since about 1970 and now contributes 26% of total CO2 emissions. Of the 25 countries in the region with discrete energy statistics reported, Bosnia and Herzegovinia is the only one without a per capita emission rate exceeding the global average.
