The Ukraine, with roughly 50 million people, is the world's 18th largest emitter of CO2 from fossil-fuel consumption and cement production with 90.0 million metric tons of carbon in 2004. Since becoming an independent republic, the Ukraine's fossil-fuel and cement-related CO2 emissions have plummeted 45%. Per capita emissions have dropped from 3.15 metric tons of carbon in 1992, fifth highest among Eastern European nations and roughly 2.5 times the global average, to 1.90 metric tons of carbon in 2004.
